In April 2013, Water. Desalination + reuse (Faversham House) reported that the City of Alamogordo, New Mexico, had finished stage one of the Westside Infrastructure Improvements Project on 26 March 2013. A 610 mm (24 in) main was laid to connect a mobile brackish water reverse osmosis unit of about 6,800 m³/day (1.8 MGD) and the well field at Snake Tank. Two later phases would complete the pipes. A permanent plant of about 22,700 m³/day (6 MGD) was planned. Funding came from a New Mexico Finance Authority loan fund.

The report showed how inland cities in the US Southwest opened up brackish groundwater step by step: first a mobile unit, then a permanent plant, financed through state drinking water loans.
