In March 2022, Gulf Daily News reported, citing NEOM, the launch of the subsidiary Enowa to build the energy and water systems of the Saudi giga-project. Its planned desalination plants were to run entirely on renewable power, return nothing to the sea and supply mineralised drinking water. From the brine, Enowa aimed to recover magnesium, potassium and industrial-grade salt for sale. Enowa also held NEOM's lead stake in a green hydrogen venture shared with ACWA Power and Air Products. Environment minister Abdulrahman AlFadley chaired the company.
The report showed that in 2022 NEOM planned to treat desalination brine as a resource rather than waste, and to bundle water, energy and hydrogen in a single company.
