In May 2018, Water. Desalination + reuse (Faversham House) reported, citing New Era, that officials of the Erongo region were in advanced negotiations with private Israeli investors on Namibia's second desalination plant. Located at Wlotzkasbaken on the Atlantic coast, it was to supply a farming belt for dates and olives near Omaruru and at Omatjete and Otjimbingwe. Governor Cleophas Mutjavikua spoke about it on 10 May 2018, having named a size of 70,000 m³/day in June 2017. The only existing plant belonged to Orano, formerly Areva.

The report showed that in a desert country, desalination was increasingly being planned not just for mining and towns but also for irrigation and rural development.
