A source with knowledge of the proposal said the proposed desalination plant would be located on the Sea of Cortez in Mexico and the water would be pumped to Arizona, not traded in exchange for more Colorado River water as has been previously speculated. Arizona officials voted to advance a $5.5-billion project to build a water desalination plant, 200-mile pipeline and associated infrastructure as part of a plan to address drought-driven water uncertainty in the state. But growing controversy around the plan and the method of implementation threatens to derail the proposal.

AIC has submitted an unsolicited proposal to supply the Metro Cebu Water District (MWCD) with 30 million liters per day of desalinated bulk water.
